Prior to being called to the Bar, Keegan was a Crown Prosecutor at the ACT Office of the Director of Public Prosecutions (DPP). Having commenced at the DPP in 2011, Keegan is an experienced trial and appellate advocate. He has conducted judge-alone and jury trials in serious and complex matters in the ACT Supreme Court and appeals in both the ACT Supreme Court and Court of Appeal. He has prosecuted murder, sexual assault, drug trafficking, robbery, burglary, and driving offences.

Keegan has appeared before the Sentence Administration Board and in numerous regulatory prosecutions.

In addition to his extensive criminal law experience, Keegan has appeared at Inquests as counsel assisting the coroner, in judicial review proceedings and civil proceedings, in particular in relation to proceedings under the Confiscation of Criminal Assets Act, and family law proceedings. He also has experience in human rights law, care and protection matters, and family violence and personal protection orders.

He accepts briefs across a range of areas.
